The Programme Based Budgeting (PBB) system is the digital platform for preparing, submitting, and consolidating council budgets under a programme structure. It helps local authorities plan with purpose, strengthens ministry oversight by province, and replaces fragmented spreadsheet workflows with a single, auditable source of budget truth.

Councils build and submit budgets online. Ministry desk officers review submissions for their provinces, advance multi-stage approvals, and analyse consolidated performance — improving governance, transparency, and service delivery outcomes across Zimbabwe.

From first login to ministry submission, PBB keeps budgeting, attachments, and approvals in one controlled workflow.

Getting Started

  • Access: Sign in with the council credentials issued by the platform superuser.
  • First login: Change your temporary password before using budgeting menus.
  • Company details: Confirm your council province so ministry consolidation and desk-officer routing work correctly.

Setting Up the System

  • Users & roles: Create council users and assign budgeting responsibilities.
  • Chart & programmes: Maintain local chart structures, programmes, and cost centres.
  • Year settings: Configure the active budget year and currencies before posting lines.

Preparing the Budget

  • Capture: Build programme budgets, human capital, and supporting schedules in-app or via approved imports.
  • Attachments: Upload required supporting documents for the budget year.
  • Review: Use council reports to validate completeness before submission.

Submission & Approval

  • Submit reports: Mark the budget year reports as submitted to enter ministry review.
  • Province desk: The submission appears to the ministry desk officer for that province.
  • Stage approvals: Approvers advance the budget through configured ministry stages, or return it with notes.

Desk officers see only the councils in their assigned provinces. They can open submitted reports, review attachments, track pending approvals, and consolidate provincial performance without losing the audit trail.

How does a council budget reach the ministry desk officer?

When the council submits year reports, PBB stamps the province from company details, sets approval to pending, and places the submission with the desk officer assigned to that province.

Do attachments alone start the approval process?

No. Report submission starts ministry approval. Attachments can be submitted separately, but the approval queue is driven by submitted reports.

Who can approve a pending budget?

Province desk officers can act on the first approval stage for councils in their province. Later stages follow the users assigned to each ministry approval stage. Platform admins can act at any stage.

What if company province does not match a ministry province?

Submission is blocked until Company Details uses a valid registered province. That match is required for consolidation and desk-officer routing.

Can I still use the system after first login?

Yes. If you received a temporary password, change it when prompted, then continue into budgeting or ministry reporting based on your role.
